Section 1. By Enrollment Officer.

All applications shall be received. or routed to the Enrollment Officer or other staff member designated by the Enrollment Officer to receive them. Actions taken by the Enrollment Officer shall include:

(a) Stamp the application with the date on which it is received.
(b) Make a folder for the application and supporting documents.
(c) Make sure the application is complete. If not, notify the applicant of what is required.
(d) If applicant possesses blood of any other tribe, check on possible dual enrollment.
(e) Verify claim that applicant was born to a tribal member after May 1984.
(f) Deliver application to Enrollment Committee for review.
(g) Perform any additional research or verification requested by Enrollment Committee.

Section 2. By Enrollment Committee.

After receiving an application from the Enrollment Officer, the Enrollment Committee shall review the application. Actions taken by the Enrollment Committee shall include:

(a) Examine application and documentation.
(b) Determine accuracy and sufficiency of research. Request that Enrollment Officer perform additional research or take other action as necessary.
(c) Make a written recommendation to the Tribal Council as to whether the applicant should be accepted or rejected. If the recommendation is for rejection, it shall explain the specific reasons for the recommendation.

Section 3. By Tribal Council.

The Tribal Council shall review each application for enrollment together with the recommendation of the Enrollment Committee. Actions taken by the Tribal Council shall include:

(a) Decide to accept or reject applications.
(b) Document all decisions with resolutions. If the decision is to reject an application, the resolution shall state the specific reason for the rejection.
(c) Send notice of the decision to the applicant by certified mail, return receipt requested, as follows:
(1) If the application has been accepted by the Tribal Council, the notice shall state that the application has been accepted and shall give the date and number of the Tribal Council resolution.
(2) If the application has been rejected by the Tribal Council, the notice shall state that the application has been rejected, the specific reasons for the rejection, and the date and number of the Tribal Council resolution. The notice shall also advise the applicant of the right to appeal the Tribal Council decision and shall include a copy of Article VI of this enrollment ordinance regarding appeal rights.
